About the Opportunity
- Provide senior and strategic advisory support to Council, CEO and the Senior leadership team, to provide strategic and operational people leadership.
- Partner with leadership, providing expert insights, guidance and advice to enable delivery, engaging effectively with internal and external stakeholders through open, honest and cooperative approaches.
- Support and inform the work of leadership by providing strategic advice across strategy, planning, design and operational levels, proactively identifying risks and developing solutions.
- Build and lead a high performing team that is clear on their objectives and aligned to the organisational strategy, which includes growing capability and fostering a culture of collaboration and accountability.
- Lead and drive the development of the employee strategy for embedding excellence in our operations, maintain strategic overview and provide direction for the ongoing work programme to implement this strategy.
- Develop and lead the Employee business plan, ensuring alignment with wider strategy and planning, ensuring systems are developed to capture performance indicators and provide efficient reporting on plans.
- Manage a portfolio of People strategic initiatives focused on priority change and performance improvements, reporting on progress and risks and resolving issues.
- Lead transition and transformation work as required across all people capabilities, providing excellence in change leadership to implement desired change.
- Lead and hold overall accountability for the industrial and employment relations and all industrial and employment relations related projects, activities and engagements including (but not limited to) collective bargaining, providing high quality advice and support through the design and delivery of frameworks, policy and standards to implementation.
- Manage relationships with a range of unions at a senior level including leading collective bargaining, to ensure trusting relationships are maintained through open communication, sensitivity, and collaboration.
- Lead the safety and wellbeing focus to develop and deliver on safety and wellbeing strategies, frameworks, policies and standards.
- Lead the People systems and analysis function to deliver people systems, including payroll|HRIS, reporting and insights that inform and enable effective and efficient people delivery across all functions. Including (but not limited to) productivity, staff development, safety and wellbeing, organisational development, equity, employment and industrial relations, employee experience and remuneration.
- Provide expertise and advice on the transition to single people systems, providing strategic leadership for the development, implementation of and transition in cooperation with Digital, to a single HRIS and national performance and productivity tool.
Lead the strategic design of leadership and engagement, culture and values, change leadership, talent management, capability development, and workforce planning, to ensure the drive to organisational performance is embedded throughout.
What You’ll Bring
- The will and ability to bring staff along with the strategy that will prioritIse performance and focus on industry and community-led programmes of vocational education and training.
- Minimum post-graduate level qualification in People and Culture-HR (or a related field), or the equivalent body of knowledge gained through experience, together with a preference for Education sector experience as well.
- Proven thought leadership and strategic development and advisory experience across People and Culture matters.
- Demonstrated experience in operationalising strategies and frameworks, developing business plans, and managing risks and operational and strategic issues.
- Strong analytical and financial management skills and the ability to use data to make informed decisions, evaluate business performance and develop and execute strategic plans
- Executive people leadership experience working in a large organisation overseeing direct reports with teams. Experience in acknowledging the principles of Te Tiriti o Waitangi.
